A dramatic security breach on Wednesday morning left Delhi’s political circles rattled after Chief Minister Rekha Gupta was physically assaulted during a public grievance hearing at her Civil Lines camp office.
According to officials, the incident occurred around 8:15 a.m. during the Chief Minister’s weekly “Jan Sunwai” (public hearing), where citizens gather to register complaints. A man disguised as a complainant suddenly approached Gupta, tried to grab her hand and allegedly attempted to push her. Pandemonium ensued, but alert security personnel and staff quickly restrained the attacker before the situation escalated.
Accused Identified as Rajkot Resident
The accused has been identified as Rajeshbhai Khimjibhai, a 41-year-old resident of Rajkot, Gujarat. Preliminary investigation revealed that the man arrived in Delhi a day before the incident and checked into the Gujarati Samaj Bhawan. Sources said he had even visited Gupta’s private residence in Shalimar Bagh the previous evening, where staff provided him with the Chief Minister’s official residence details and timings of the grievance session.
Police officials have registered a case under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), including Section 132 (assault on a public servant), Section 221 (obstructing the discharge of duties of a public servant), and Section 109 (attempt to murder).
A History of Criminal Cases
Investigators disclosed that Rajesh has a chequered past, with at least five criminal cases lodged against him – three related to illegal liquor smuggling and two involving violence. While he was acquitted in some matters, his background has prompted agencies to look into whether any larger network or political force orchestrated Wednesday’s episode.
Motive Still Unclear
The motive behind the attack continues to puzzle investigators. He was not carrying any complaint petition, nor are any of his relatives in prison – commonly cited reasons for approaching politicians. Rajesh’s mother claimed to the media that her son was distraught over a Supreme Court directive regarding stray dogs and had travelled to Delhi to raise his concern as an animal lover. However, police have dismissed this explanation, noting the absence of banners, placards, or supporting evidence.
Official Response and Security Review
The Chief Minister’s Office (CMO) denounced the episode as a “well-planned conspiracy” rather than a spontaneous outburst, pointing out that CCTV footage confirms the accused conducted reconnaissance of Gupta’s residence a day earlier. The footage has been handed over to the police.
Delhi Police special units, the Intelligence Bureau, and the Ministry of Home Affairs have launched a deeper probe. Authorities will seek custody of the accused for at least a week to ascertain whether he acted alone or as part of a wider plot.
Meanwhile, the Ministry of Home Affairs has ordered a review of security arrangements for the Chief Minister in light of the breach.
